The quality of pages is determined by five levels:

Next, assessors evaluate how well the page meets the user's needs, taking into account their query when searching on Google. To do this, they use search queries and, in some cases, the user's location. In cases where the query intent is not obvious, assessors are asked to guess, if possible, what the user is actually looking for.

In November 2023, new compliance categories were introduced, which are defined as follows:

Fails to Meet. The result does not meet the intent of all or almost all users. The content does not match the topic of the query or has a random interpretation.
Slightly Meets. A result that is not very useful for the commonly accepted interpretation of the query or useful for a non-common interpretation.
Moderately Meets. A useful result for a dominant, common, or reasonable measure of secondary interpretation of a query.
Highly Meets. A very useful result for a dominant, common, or reasonable measure of secondary interpretation of a query.
Fully Meets. A special score assigned when a query has a clearly defined intent and the page fully meets that result.
This approach emphasizes the importance of the fact that even if a page has a fast loading speed, attractive UX, and user-friendly design, it can still receive a low score if it does not solve the main goal for which the user came.
