Requirements for digital accessibility according to GOST in Russia
In our country, GOST R 52872-2019 is relevant , it contains requirements for digital accessibility: a digital product must be accessible, perceptible, understandable and functional. This document is based on the recommendations of the World Wide WEB Consortium (W3C). The use of GOST is voluntary.

The GOST separately notes that for each provision there are verifiable performance criteria that allow assessing the level of digital accessibility. There are three levels: A, AA and AAA. The last one is the highest, usually corresponding to the websites of organizations that are associated with inclusiveness research.

For example, the GOST recommends that the site should avoid content that could potentially provoke an attack or negative reaction in a person. At level A, it is required that the site content does not have any flashing elements that appear on the page more than three times per second.

At a higher level of AAA, the user should be able to disable all animation that might be triggered in response to actions with the content, such as clicking a button or successfully submitting an application.

Meanwhile, on September 1, Order No. 953 of the Russian Ministry of Digital Development was issued , which specifies 12 requirements for digital accessibility for people with visual impairments for official websites of state authorities and local governments.

They concern the accessibility of content, for example, text information should be scaled by at least 200% of the original page scale without the use of assistive technologies and without the appearance of horizontal scrolling.
