While a range of IO actors are increasingly using AI-generated imagery or manipulated media in their campaigns, this is the first time a state-led operation has been observed promoting AI-generated video footage of fictitious people.

The company has acquired the rights to hundreds of actors, whose AI-transformed faces appear only in videos that comply with its contractual agreements and the service’s terms of use: “ No illegal, unethical, confrontational, religious, political or sexual content ,” the fine print reads. For well-known figures, usage is limited to “ personally approved use .
