The government submitted Bill No. 992331-7 to the State Duma in July 2020, and in February 2021, the draft law was adopted in the first reading. However, according to the "Legislative Activity Support System", the passage of this document stalled for more than three years. Amendments for the second reading appeared on the State Duma portal only on May 30, 2024. The bill was supposed to be considered on June 11, but it was postponed.

The Big Data Association (BDA) asked deputies to clarify the wording of the draft law on criminal liability for working with personal data. This initiative was submitted to the State Duma in December and suggests the possibility of imprisonment for up to 10 years for illegal collection or use of personal data.

The ABD proposed postponing the consideration of draft law No. 992331-7 and removing a number of problematic provisions, such as the creation of a state information system (GIS), to which operators are required to transfer personal data.
