Mayor of Ono City, Horai Tsutomu: Born in Ono City, Hyogo Prefecture in 1946. Graduated from the Faculty of Economics at Kansai University in 1969 and joined Kanai Juyo Kogyo. Transferred to Tokusen Kogyo when it was spun off in 1973. Served as general manager of general affairs and human resources. After the previous mayor resigned due to corruption, Horai ran for mayor of Ono City in 1999 and was elected. He was re-elected unopposed in 2003 and 2007, and is currently in his third term. He has served as chairman of the Kinki Association of Mayors since 2010.

Ono City, Hyogo Prefecture. It borders Kasai City, and its mayor is also from the private sector. Its population is about 50,000, about 3,000 more than Kasai City, but it has 290 full-time city employees and 172 temporary employees (excluding hospital and fire departments), both of which are fewer than Kasai City. According to President magazine estimates, the average annual salary is 6.91 million yen, about 600,000 yen higher than the national average and about 500,000 yen higher than Kasai City. However, total personnel costs are 3 billion yen, 300 million yen less than Kasai City. Mayor Horai Tsutomu says:

"How do we get civil servants on our side and make them feel a sense of mission as public servants? Civil servants are already being criticized. Reforms to the civil service have not produced results for over 10 years. If we continue with 'political shows' like salary cuts, citizens will just think, 'Here we go again.' I think the media also bears a great deal of responsibility."
