The programme targets highly qualified specialists (HQS) and talent, particularly in areas where Germany is experiencing acute labour shortages.

In 2024, the list of in-demand professions includes:

IT specialists;

Medical doctors, veterinarians, dentists;
Teachers and educators;
Managers in the fields of production, mining, construction, distribution, etc.

The goal of the program is to reduce labor shortages and simplify the process of employment of foreign specialists willing to relocate to the country.



How to get a Card of Opportunities
There are two ways to obtain a visa:

Foreign citizens who have proven that their education and qualifications are fully equivalent to those in Germany and therefore that they are entitled to the status of "highly qualified specialists" can receive the Opportunity Card without any other conditions. For them, the status of a highly qualified specialist and the provision of financial guarantees on the same terms for all applicants are sufficient.
Others must meet the visa program's criteria and score the required number of points to participate.

Minimum entry criteria for the program to earn points:

A university degree or at least two years of vocational training that is recognized in the applicant's home country. Alternatively, a certificate of vocational training from the German Chamber of Commerce can be provided.
German at a basic level (A1) or English at an intermediate level (B2).
Score 6 or more points for the following criteria: level of education, knowledge of languages, professional experience, age, past ties to Germany, potential of the spouse if the applicant is moving with family.
