Demand for servers from the public sector has increased
Denis Kuvikov, Director of the SafeNet Regional Engineering Center of the National Technology Initiative (NTI), noted that there is indeed growth, primarily due to the ongoing process of import substitution: "Everything that is happening in terms of server purchases is precisely a consequence of programs aimed at technical sovereignty. Government sectors that require computing and other equipment will either soon face the need to replace it, or have already begun this process. Hence the growth in purchases. The medical sphere and medical state information systems are a priority in terms of digitalization in all regions."
"Trusted Interaction india telegram Technologies" at the Tomsk State University of Control Systems and Radioelectronics Ruslan Permyakov also believes that the demand for servers from the public sector has grown, since the digital transformation of the public sector launched several years ago created a stable demand for servers for data centers and companies: "We should also take into account the impact of sanctions, which is why prices are rising, and we see a deficit in the market for mid-range servers. Regional ministries of digitalization purchase hardware in the interests of various "subsidiaries" and other ministries, but we can say that regional healthcare, education, the Ministry of Internal Affairs, and the Ministry of Finance are among the leaders."

Pavel Katkov, founder of the law firm Future Legal, reported that there were violations in public procurement in 2024 and that reviews of judicial practice and the work of the FAS Russia on this topic are regularly published: "We can say that a certain percentage of purchases are always challenged, because if there is a winner, there are also losers."
"As for liability, under Article 14.32 of the Code of Administrative Offenses of the Russian Federation, the most sensitive fine for an organization is the turnover fine. It is calculated in fractions of a percent, but if the revenue was significant, this is a sensitive measure. As for Article 178 of the Criminal Code of the Russian Federation, the law provides for a punishment of up to seven years of imprisonment, but the FAS and law enforcement agencies rarely go so far as to do so. As a rule, the FAS issues an order, it is appealed or not appealed in court, if appealed, then the arbitration court puts an end to the case. However, the antimonopoly body is not deprived of the opportunity to "raise the stakes", especially in cases where the arbitration court sided with it, because the fact will already have been established by it," the lawyer noted.
