Independent IT expert Vadim Plesskiy believes that the innovations will primarily affect providers providing small-scale hosting services to individuals and small businesses, since large providers have long used documents that allow identification of both individuals and companies when concluding contracts with clients.

"Simplified identification can be understood as identification by phone number - a person receives a confirmation code to a mobile phone number, enters it into the form on the registration page and thereby confirms that he is he. However, in this case, it is unlikely that this method will be chosen. The regulator has not yet achieved that all SIM cards in Russia are clearly identified. And the confirmation code from a mobile number that is registered to an unknown person will not allow identifying the real owner. Most likely, identification will be done through "Gosuslugi" - this is a fairly simple and understandable method, and can be quickly implemented. However, all providers will need to improve their internal systems in any case," said Vadim Plessky.

At the same time, the expert believes that the introduction of new rules will cause an outflow of small users from Russian hosting companies to foreign ones. "As for hosting users, they will not like this method of identification. The number of clients from small and medium businesses and individuals will most likely decrease. For many, it will be easier and safer to rent servers abroad," concluded Vadim Plesskiy.
